After your question has been replied to and successfully answered, it will be posted here for all of Significance's members and any guests who drop by to read.

How do I post pictures? Number one, you'll have to upload it to a site like Photobucket or Tinypic. It'll then give you a selection of codes, choose the normal http code and wrap it in the [/img] HTML. How do you make your font smaller? You put this code before: before your text, and [*/size] after. Just remove the asterisks.
Are there apprentice ceremonies? Yes there are apprentice ceremonies. These will happen whenever there's a kit ready to become an apprentice or an apprentice who does not/has not be given a mentor.
Do I have to find prospective parents? A cat does not need to have their parents role played though they should be stated. Unless the litter s/he was in was birthed from a pair of the current cats the parents do not need to be role played.
If we make an apprentice, how do we go about getting a mentor? The best way to get a mentor sorted out is to talk to the role player of the leader. You can talk about who's best fitted for it and when the thread should be created.
Where do we post the bios of kits from a litter born here? You follow the guildlines in the kitting board.
Can I create another cat before my first one is accepted? Yes you may.
Does a small scuffle have to be judged by a staff member? If claws are unsheathed, and it includes 3 or more cats then yes. It will not be as formal as a battle, though.
Can my character have strangely colored eyes, like purple or black? No.
Can my character have some mental disorder? Not at the moment but you can create a mute, deaf, blind cat, diseased or anything less intense as a mentally ill cat.
Are we allowed to use names from the books? We'd prefer it if you didn't but it's allowed.

I've seen a lot of this on the bios board, and it just confuses me a bit - what are the exact rules on cat names? Like, I see what's wrong with something like Roostertail, but "Windsong"?

There was a website that had a nice, detailed list of what was a traditional warrior name and what wasn't. The site was a bit snippy and bitter about "non-traditional" names appearing in the book series, but that's beside the point. Anyway, I can't seem to find the link to it, so I'll take a stab at some of the rules I remember.
General Rules:
1. Keep words simple, since cats don't know many eloquent words, or twoleg words. Hence, like you said, "Rooster" is unacceptable. Neither is crimson, or cap, or jet. Stuff like that. Soul and spirit are out too, since cats aren't spiritual. Y'know, beyond StarClan and such.
2. Cats aren't born with bad/evil names, since no queen wants their kit to grow into a bad/evil cat.
3. Star, Moon, and Sun are sacred to Clan Cats, and so cannot be used in names (except for leader suffixes, of course). Wind, Shadow, Thunder, and River are the same to a lesser degree, if I recall correctly. That's why "Windsong" may be a bit iffy.
4. The warrior name should describe something about the cat, preferably something that the cat is known for.
Prefixes:
Since the prefix is usually given within days of birth, it most often describes some physical trait of the cat. Personality traits and expectations aren't appropriate, because those can't be determined in the first few days.
Suffixes:
The suffix should go along with the prefix to describe the cat, either through their personality or their apperance. For example, Rustlepelt refers to the tom's long, rustling pelt of fur, while Lightheart refers to a cat's sense of levity. Light is also a synonym for white or bright, referring to the color of a cat's fur.
There's probably more to it than that; I just wish that I could find that site again.
